Approaches: on-chain votes (binding, gas-costly), off-chain snapshots (signalling, cheap), delegated voting (token holders delegate to representatives), multi-chamber (Optimism Collective's Token House + Citizen House). Governance attacks (Beanstalk $182M) exploit weaknesses in vote weighting or timing.
